Core Funds List & Definition

Effective Date

This new definition of core funds is effective for FY26-27 beginning July 1st, 2026. Please see the Core Funds list here.

What This Change Does Not Do

This update changes how core funds are defined for reporting purposes. It does not change how funds are managed. Fund management responsibility, whether a fund sits with an Org or with Central, remains exactly as it was before this change.

Under the old definition, core funds consisted only of funds managed by Central. That management structure has not moved. Orgs that manage their own funds today will continue to manage those same funds going forward. This update simply broadens which funds are counted as core for reporting and planning purposes, regardless of who manages them.

Where This Definition Applies

The new definition of core funds will be used in the following:

•     Carryforward reporting

•     Annual Budget Review Process templates

Any references to core funds in Oracle Budget have been updated. It's not possible to maintain the old definition of core funds in Oracle Budget so even prior years will show the new definition, which will provide consistency when reviewing for trends and projections. Any reference to core funds in internal Org reporting should be updated with this new definition. 

Why This Change Is Needed

UCR's mission cannot be delivered by relying solely on state general funds, tuition, the student services fee, and non-resident tuition. These sources represent only part of the resources actually available to the campus. The new definition broadens the scope of what is recognized as core funding so that budget planning, carryforward reporting, and the Budget Process reflect a fuller and more accurate picture of the resources UCR has available to support its mission.
